Like you I do think there is little to no information out there to make any sort of call as to which way the IC have viewed matters.Fair enough, but imho we don't know enough about the PSR assessments or any Chelsea settlement to get excited about them.
I will, however, continue to call out the opacity around PSR assessments on the grounds that it damages the credibility of the process and leads to conspiracy theories.
I'll also call out the weakness of the PL and its rulebook if any Chelsea settlement is deemed to be outside the disciplinary process.
And I'll continue to call out Masters as the worst possible sort of individual to be managing a dysfunctional collection of football clubs.
But I won't be getting my knickers in a twist (at least on this thread) about things on which we don't have enough information to come to a sensible conclusion. Life's too short. Or at least mine is these days :)

I think some are missing the point regarding these deals. If there was any doubt of a harsh punishment, there’s not a chance Txiki or Viana would be convincing players to sign on the dotted line. To start with, I firmly believe we will be cleared—no doubt, 110%. However, if you look at what happened to clubs that have been relegated for financial irregularities or fraud, contractual release clauses meant nothing.And you believe that we would set ourselves up for a contract settlement of such a scale?

Interesting point was many commentators drew the conclusion that the reason that Chelsea were so active in the transfer market was that the PL was pushing for a transfer embargo and despite the Ziegler comments I personally wouldn’t at all be surprised if that is still a possibility
In terms of Chelsea agreeing a settlement well that would be fully in accord with the PL disciplinary process it’s worth noting that this sort of resolution is common place in football it’s an approach that both Chelsea and indeed City have benefited from at UEFA
In terms of any settlement being signed off part of the process would be scrutiny by members of the IC board
