The critical thing is what is economically recoverable. Whilst Venezuela has the highest amount of oil, not all of it is economical recoverable.

The US has the most when it comes to what can currently be recovered using efficient means, which can then be sold at a profit. Obviously as it becomes more scarce, oil fields which were previously seen as uneconomical will become viable.

The UK has massive coal reserves but its a real pain to extract and hence its not classed as recoverable.
