Oh, I agree, but these “pockets” (as I described them, and your anecdote illustrates) haven’t reached a tipping point with the Americans that will stand up, protest, or show that it’s reached a critical mass.
I think the ploy is break it. Then, maybe fix up the little bits getting the most attention and noise for now, then make it so the rest is gone, unfunded, incredibly difficult to ever put back together again…both financially and logistically!
Et viola! American institutions, departments, and services wiped off the map…because you’re not going to find politicians with the will to take the tax increases needed to reopen & refund them.
From then on, the Shock & Awe will have been successful, because there is only so much time and attention (and money!) that can be used to address the alligators closest to the boat!!!
The wreck things and wreck things fast is how it looks to me too.
Then hurl wads of cash at unmonitored fixes which will let favoured people to make hay fraudulently.
