What does that matter? Can't say it's fine to sing it on the concourse but not in the stands. Is it fine for us to sing about munich as long as its restricted to the concourse?
The only difference is that they managed to actually get it going en masse, whereas getting many thousands of people to baselessly accuse somebody of paedophilia is a bit of a harder sell than calling somebody's mum a slag.

All these clips showing City fans chants are mostly on the concourse, big difference from today where it was sang in the ground by thousands and heard on tv apparently.
