"For congress to be accepted as congress..."?
Not accepted, but supported to be accepted as congress. It comes with the funding. Those who accepts funding and sponsorship sign the deal. Those with stronger funding gets higher support to be accepted as Congress.
And who funded the most for the current president?
“Congressmen Mike Lawler (R-NY-17) and Jared Moskowitz (D-FL-23) led a bipartisan letter signed by over 100 of their House of Representatives colleagues slamming the push by the Palestinian Authority to downgrade Israel's status at the United Nations (UN) and offering serious consequences if this were to happen. The letter is endorsed by the American Israel Public Affairs Committee (AIPAC), FDD Action, Endowment for Middle East Truth (EMET), the Jewish Institute for National Security of America (JINSA), Zionist Organization of America (ZOA), Christians United for Israel (CUFI), the Republican Jewish Coalition (RJC), Jewish Federations of North America (JFNA), the Combat Antisemitism Movement (CAM), and Heritage Action.
"Any downgrade in Israel’s status or standing at the UNGA will result in a corresponding downgrade of U.S. financial, material and political support to the UN,"
the lawmakers wrote.”
In another review:
Pro-Israel political action committee AIPAC has aided 318 Zionist candidates to win so far in the recent US elections. Other PACs and private donors also played significant roles.

“
At least 318 American Israel Public Affairs Committee (AIPAC) backed politicians won their seats in the US elections on Tuesday, AIPAC posted on their X/Twitter. AIPAC is a pro-Israel lobbying group that vowed to spend over 100 million dollars this year in the US elections, according to The Guardian.
One recipient, Jewish Democrat Adam Schiff, won his senate position in California. His previous position as a representative from the house from the 30th district of California has been replaced by another AIPAC-backed democrat, Laura Friedman. AIPAC congratulated both of the winners.
AIPAC endorsed Wesley Bush, who won his position as House representative in Missouri District 1. He replaced 'squad member' Cori Bush, who had previously been critical of Israel in the Democratic party primaries. AIPAC spent $8.5 million on Bush's campaign, according to
The Guardian.“

They are influential puppet masters. The last time US had own control was Eisenhower who were anti Israel nuclear and military projects, and JFK who demanded AIPAC (then the Zionist Organisation) to first apply for registration as foreign body.
The current leader, Trump has so far since 2020 been funded $230mil alone. That is excluding funds for voting race of congress who are pro zionism.
Concurrently, for those who are against zionism and are pro-Palestine, AIPAC has $100mil to oppose those in congress who are pro Palestine.
Money talks.
