Looking at it you'd assume that was a deliberate attempt at some sort of crap humour. He normally comes across as quite sensible.but that's piss poor from the Chancellor. Don't know who he supports but he's a Brummie so maybe one of those bitter villa types?

During the state visit to the UK in 2013, Sheikh Mansour bin Zayed Al Nahyan was awarded an honorary KBE, and HE Khaldoon Khalifa Al Mubarak received a CBE, in recognition of their contributions to UK–UAE relations. I think Pep will get nominated as soon as the 115+15 is out of the way.
 
I recently was awarded my Doctorate. I worked really hard for it. If an honorary degree is intended to bestow recognition by an academic institution for a man or woman who has made an immense contribution to a city, then none is more deserving than Pep Guardiola. I had many low points during my studies, and it helped that for much of that time that City were Champions of England.

For most of my life, I gave my support to Manchester City in the bleakest of times, but in the last decade all that love and devotion was returned in spades by Manchester City because of the talent of Guardiola and I thank you from the bottom of my heart for the last wonderful decade. It has nourished all of us.

Given, as you say, his position I'd say it's not just petty but completely inappropriate. You'd doubt one of the city's most prestigious institutes is impressed with their leader behaving like a 5 year old towards another hugely successful Mancunian organisation.
