PL charge City for alleged breaches of financial rules

Believe me, folks, it's going to be a tremendous year for City. A really, really tremendous year. We're talking about winners. They're going to win the Premier League next year, and they're going to win it bigly.
You know, I've always said, you look at what's happening, you see the talent. The talent at City is unbelievable. Nobody has talent like them. They have the best players, truly the best. And they're going to bring in even more, tremendous players. People are saying, "Where do they find these guys?" Well, they find them, and they make them winners. That's what they do.
Some people, they talk about other teams. They talk about Arsenal, they talk about Liverpool. Sad! Very, very sad! They had their moments, you know, a little bit. But not like City. City is built differently. They have a winning culture, a winning mentality. It's like building a beautiful building, the best building, with the finest materials. That's Manchester City. The others? Not so much. They're like small, tiny houses. Nobody wants that.
And the manager, Pep, he's a genius. A total genius. People say he's the best, and they're right. He knows how to win. He’s got that winning instinct. He takes his players, he makes them great. And they respect him, tremendous respect. When you have that, you have everything.
So, next year, mark my words. It's not even a question. City will be lifting that trophy. And it won't be close. It'll be a landslide. A beautiful, beautiful landslide. They're going to make history, again. And it's going to be something to behold. You watch. You'll see. It's going to be great.

To be quite honest with you pal I'm bored to tears with the 115.
I just wish someone would stick their neck out and drop a few hints so we can begin to get over it.
Can’t be sure, but Khaldoon’s ‘irrefutable’ evidence, large scale rebuild of the playing squad, bringing in new back room staff, a large extension to the stadium, and a legendary manager extending his contract, all seem to me to be a few hints!
I could be wrong, as I spend most of my time being so according to the boss, but who knows??

Couple of questions, though.

Firstly about the split hearing. If there is a split hearing, as seems likely, does the liability judgment have to be published? Is it possible that the judgment has been given to the two parties in confidence and that the process is being put in place for a sanctions hearing (assuming one is required at all).

Secondly, on the acceptance of new evidence in an appeal. I would imagine the most convincing counter-evidence from the club would have been third party evidence which, iirc, they are only required to provide "when able to do so". Is it possible the club could provide new third party evidence on the basis that they weren't "able to do so" in the hearing, but were "able to do so" in the appeal?

Oh, and lastly, while you are here, the PL had its annual meeting on June 4, is that right? And they are required to update the clubs on the progress in all Section W disciplinary hearings? So the lack of leaks presumably supports the view that the judgment hadn't been issued yet? Surely the PL wouldn't be keeping information like that back from the clubs in contravention if its own rules?

The rules are not clear if the liability judgment has to be published. I think it is unlikely the parties can hide it.
As of a few days ago the parties hadn't had the decision. Literally today? Maybe.

No, that is not the test. Third party evidence under the old rules is just that- third party evidence that the club don't control. I do not think it is likely an appeal would now permit new evidence. And it works both ways.

Yes I think 4 June was the AGM. But they would simply hide behind confidentiality on any Section W disciplinaries.

No I wouldn't think the PL discloses anything to the clubs in that forum on disciplinaries.
