The requirement involves having name and contact details for anyone it sells a ticket to, and not to permit the sale of home or away tickets to anyone it doesn't have registered.
I think the club have been over-zealous in their approach to meeting this requirement though. There is no reason to restrict people transferring tickets to registered individuals with various levels of membership or even a supporter number. It will be interesting to see what approach other clubs take.

No coincidence we have recruited a ‘ticket compliance officer’ then because they will still shift tickets to agencies, I’m sure they will be arsed who they sell to

If someone is under 13 they don't have their own email address and use the adults, so you are probably asking to do the wrong thing or it isn't working.I’ve just tried to add a non member but tells me they have to be under 13!? Eh. It’s an adult season ticket.
