Shit game. Two very average teams. Never a penalty in a million years imo.
It was tucked as far behind his body that is humanly possible.No the ball wasn't going to hit his arm until he leaned his body and arm towards the ball, the ball.didnt move direction so if the ball wasn't going to hit his arm then it did only one thing can have happened

Don’t forget City in the early 60s averaged 14k one season with some 8k gates at some games. The Rags averaged 11k a few times in the 20s and 30s with 3k gates for some games.
Keeping your arm by your side is fine but you can't lean into it, that's no different to raising your arm out.

But it was still arm to ball....or it wouldn't have hit it.....and it still made his 'body' bigger....or it wouldn't have hit it.
I'm not agreeing with the rules, but I would have instantly bet my house, every belonging, and every penny I have on that being a penalty, unfortunately it was nailed on.
