Well, it is and it isn’t, that’s lawyer speak. Whatever is or is not specifically laid down cannot rule out oversight of the rules, otherwise they are not regulating at all. Leagues would be free to have all sorts of nutty provisions if they can get the votes. See ‘Associated parties’ which was made up on the spot to stop Newcastle increasing their income while at the same time ruling that a club owned by a sovereign wealth fund owned by a state and managed by a gov minister was not in state ownership. Hmmm…That's not in their remit is it?
