Nope. VAR cannot start a review, they can only recommend a review. In football 'recommend' is advice, 'initiate' is a command. A bit pedantic I know - but it matters within the laws of the game. Only a referee can initiate a review.
I get it semantically but a ref isn’t going to turn down VARs advice to at least go to the screen, unless he’s a complete idiot (I disagree with their use of the term initiate and think it’s an unnecessary addition purely to try and keep the sentiment that the ref always has ultimate say over everything, which I don’t think is needed in this context)
