It happens in the pretty much all of the public sector. Promises of making it better with more efficiency, whilst in reality they are magic bean salesmen and the senior management are daft enough to accept their recommendations.
How do I know this, well part of the business I work for are management consultants, they are about as trustworthy as a used kebab salesman.

Meanwhile, the Office for National Statistics (ONS) reported that the UK recorded its largest ever budget surplus.
British retail sales rose by 1.8% month-on-month in January, the ONS said, outstripping forecasts of a 0.2% rise.
