And FIFA created a rod for their own back by allowing Qatar to change the terms of the deal after it had already been agreed. They bid for a summer World Cup then changed it to winter. They agreed to allow alcohol and then banned it. So now every future bidder can just agree to all of FIFA's demands and then go back on them when it's too late to change anything. The US agreed to provide transport 'at cost' to spectators, and it now looks like they're calling FIFA's bluff on that too.
