Even if off sick, there is nothing to stop Sterling being at City - he's allowed to carry on a reasonably normal life even if sick, and for all we know it's stress.
However, it wouldn't look particularly good from his side, but if it WAS stress (and we don't even know the accuracy of his 'calling in sick') then resolving his future would arguably be a measure taken to relieve his condition.

'Being at City' is a very vague term too. It could very easily be a meeting at a hotel, or a medical at a clinic. Or of course, complete fabrication.

as far as we know it, he is under contract at liverpool and can't speak to city without permission, so to be at city in any guise would be highly suspicious, unless....
