I don't know if this is good enough, and it is really not just about the talent, rather the ability to play at high intensity. I reckon anyone can do it if forced, but it's a lot more natural to some than others.

Cazorla/Verrati/Modric type.

Gundogan fits the bill perfectly... most passes completed in the Bundesliga this year and the most take-ons of any CM

I'm thinking if we barely squeak buy we'll need to make some massive changes. Eliminating Pogba. What do we think of this set up?

This is pretty offensive and just one iteration of the squad rotation. Probably end up keeping one of our two RB/LB's that would be used in place of the wing backs some games.

Throw in Isco, Dinoho, Nasri for the mids. Buy Cavani. Use Cavani and Iheanacho for the striker rotation. We'll need a LWB/LB. My preference is Rodriguez or Gaya with the dream being alaba. Sterling, KDB, Navas, Sane for the wings with Cavani or Iheacho possibly spelling in. Silva can stay or go depending on offers, pep's preference, FFP, ETC. Not sure if he's staying or going so I kind of avoided him.

While Hart isn't untouchable....surely his place is the least of our concerns and most certainly not a priority.

I guess that the PL FFP rules say we can't pay him those doubled wages.

Barely a thing has been said of the PL's own home-brew FFP, but I'm sure that it's going to start restricting the signing of big-money players (whether for us or anyone else) soon, all the moreso if Pep genuinely does want to replace half of the squad.
