I don't know why you're so surprised by the idea he's on the outskirts of the England team, he has started 3 of England's last 25 competitive games.

Plenty of times player still injured and not fit enough yet still featured in bench in past City games like Grealish case.
Just because they featured on bench doesn't mean they will be fit enough to play a games.
He should start for England, never mind get a call up.
Another example of a coward in charge if he fails to pick him if he’s injury free.
He won’t though as Southgate will shoehorn Foden on the left (even though he doesn’t play there for his club), as he doesn’t have the courage to play him centrally. He would rather go with Henderson or Gallagher next to Rice.

Exactly. If you’re not quite fit but named on the bench in case you can be given a few minutes - it obviously doesn’t mean you’re match fit for the England squad. Furthermore, the club would want to design his recovery training rather than have him travel just to do a bit of (not as good) training with the waistcoat.Plenty of times player still injured and not fit enough yet still featured in bench in past City games like Grealish case.
