I agree he could silence all the noise and commit himself but that wouldn't be a good idea on his part, even if he wants to stay, he puts himself in a better position to get a better contract if he doesn't say so.
I'm not saying he doesn't want to leave but the two aren't related. City's response was regarding the player rights infringement they believe happened with the Haaland Madrid shirt, that was what prompted the statement. the denial is all to bolster the legal action they may decide to take. They didn't have a Rodri shirt so they didn't mention him.Also note that City’s denial of what Riquelme was saying only concerned Haaland, despite Riquelme mentioning Haaland AND Rodri. Rodri has already made his mind up. He’s joining Madrid. More likely next summer on a free than this window, but his decision is made imo.
