PL PSR, as it is, is dead. It didn't do what it was set out to do, it's costing too much money and there are so many loopholes that haven't been closed that it is pointless. And nobody worries about UEFA PSR, the punishments are hardly a deterrent.

Fair enough. It would be sensible to build up a general reserve year on year for things like this, not sure it makes much sense to do it annually and then distribute any excess, though. But what do I know? :)
