It's hardly rocket science.
In the OP Tolmie clearly states £50m bid 'is on the table'.
From all reports our opening bid for Sterling was £35m which was then followed by
an increased bid to £40m. The rumour now being we will increase it further to the said £50m
So at the time of writing the OP a £50m bid was not on the table for Sterling.
Therefore the player is not Sterling that Tolmie is alluding to.

By the same token Tolmie could have been given information at that time (March) which pointed to City officials telling their Liverpool counterparts that we're going to bid when the window opens and we're willing to pay £50 million. A bid being "On the Table" is certainly open to interpretation.
The subsequent bidding war that's playing out could just be the expected brinksmanship that's common in any transfer deal these days.
Tbh if pushed I'd lean towards it being Pogba but wouldn't rule out other scenarios.
