Haha, yeah of course they do. Or on nepotism, cronyism and outright corruption. It's easy to build up a lot of 'merit' when the job you do isn't subject to any sort of open scrutiny. They have also created a system that rewards overstating economic results. You get 'promoted' by doing a good job in the regions, but it suits everyone to ensure that you are at least publicly always doing a good job. A study that used satellite imagery as a proxy for economic growth (thereby bypassing the need to believe official figures) revealed that on average, dictatorships overstate their economic growth by 30% (and interestingly, countries in receipt of overseas aid don't do this, because there's an incentive not to). It estimated that China's economy is 12% smaller than official figures.How about “meritocracy” ? in China the people that govern do so on merit.
The reality of countries like China is that government jobs are frequently something you have to buy, often at many times the annual salary. Which is why it basically forces you into corruption, because you've paid for a job that has a lot of social clout, but quite an ordinary salary. So in order to pay off the investment, you need to use the job for personal gain. But that's how it works. Make sure everyone is corrupt, and then every stays in line, because they can always be legitimately caught up in a 'corruption crackdown' that always coincidentally targets political rivals of the ruling classes.
