The downside of having one of the best teams in the world and competing with another such team for the league is that you can't give much time to youngsters. How many top 6 teams in England have a 19 y.o. midfielder in their starting XI? None. Not even those not competing for the title.
But if any of those top 6 clubs had a 19 year old midfielder as good as Foden then he’d be playing every week.

Not Liverpool. The other don't hope to win the title and don't need to win 90+ pts. Would City fans be happier if Foden started more games last season but we lost the title to Liverpool? Very much doubt it.
I'm sure Foden will have enough games. One couldn't repeat often enough that he has played more than Iniesta and Scholes did at that age. It didn't harm Iniesta that he wasn't loaned out, did it?

He is staying because playing in a pep team is very different from anywhere else,unless we loan him to barca he is not going anywhere
