Noel originally took the idea from I'd Like to Teach the World to Sing (in Perfect Harmony).

After telling the producer they had a second verse for a song he had just wrote (of course he was lying). Liam kept pestering Noel saying nothing had been written and they were on the way to the studio at the time in the back of a cab.

But Noel said don't worry i'll sort it, he wrote the second verse based on everything that he saw and what happened on the way in the taxi.
