Could be, it allows him to attend cabinet at the moment (was downgraded from a cabinet seat a few years ago). I don't think the job would immediately prevent him running his hedge funds, and would allow him to keep an eye on Javid!
 
Everyone I know in the public sector has retired at 55. A tax threshold raise would raise more in Tax - are you aware of that?
In the late 90s/early 00s, when I used to manage bids for outsourcing contracts, I was shocked at the T&Cs enjoyed

Soooo many were able to take generous early retirement packages - sometimes with their length of service 'made up' so that they could receive the maximum pension. Voluntary redundancy packages were also very generous.

I know that times have changed now and Ts&Cs are not so generous - indeed, I am sure that in a lot of cases the balance may have gone too far the other way

I am certainly not someone that has any axe to grind or is at all 'anti-Civil Service' - I have recruited many staff from the CS, as by far some of the highest quality and hardest working employees that I have come across.

He would find it very difficult to turn down Treasury Secretary. He's complained often enough about the Treasury trying to sabotage Brexit, if Johnson appoints him to this job his role would be to act as the Brexiteers' inside man fighting the civil servants.

It probabaly wouldnt be a long term appointment before he concocted a reason to retire from the government to resume making money.

You're right in one respect. The buffoonery is all show which gets geriatric duffers to like him. There is no doubt that he is very intelligent and calculating, however the strong impression I get from him, is that it's all about him and everything else is irrelevant. He'd throw anyone or any position straight under a bus if it were to benefit him personally. If ditching Brexit meant that he would stay as PM for a few years, he'd do it in a heartbeat.

Promising all things to all people is a consistent theme with brexit. Someone isn't going to get what they want and this move suggests Boris will start upsetting the brexit nutters in the ERG.
