Interesting the timing of Daily Fail editor being sacked and far right favourite Dacre drops out of OFCOM running and is parashuted back in. To be fair the for once the rag has been hammering Johnson over the sleaze and more. Has Rothemere decided to do a U turn on ousting Johnson?

To be fair (why am I being fair to Boris FFS?) I don't think any world leaders have time to be learning scripts for every single public address off by heart.

Unlikely you're doing as many public speeches as him and almost certainly not on top of the workload of a prime minister.

Everyone else gets around the issue by reading. Either paper or a teleprompter.

To be honest the biggest surprise is that most of his speeches don't go this way?

I would put money that he's done this more than a few times on the after dinner circuit and been saved his blushes by the lack of cameras, and an audience that's too drunk to notice.
 
I note he didn't speak at the service for Sir David Amess today - I presume the family didn't want the risks ate Sponge Bob Squarepants was deemed an unsuitable reference point for such an occasion

My recollection of Tigger is insanely enthusiastic without demonstrating any wisdom or thought or knowledge.

Not sure why you defending him but this something that he does for a living giving coherent well structured speach is a given for any leader. But this is Johnson sloppy not giving a fuck winging it style.

This was one of the most important speeches that he is expected to give all year and not learning it almost off by heart is totally unacceptable, He should have been prepared and the gags should have come naturally from him knowing his audience and owning his speech not his delivery of some incompetent disorganised buffoon who'd written the speech on the back of a fag packet coming up to the conference.
