To be fair (why am I being fair to Boris FFS?) I don't think any world leaders have time to be learning scripts for every single public address off by heart.

Unlikely you're doing as many public speeches as him and almost certainly not on top of the workload of a prime minister.

Everyone else gets around the issue by reading. Either paper or a teleprompter.

It also helps if you a clue what you're talking about. Makes ad-libbing much easier if you lose your place. Because Johnson has absolutely no interest in 90% of what he does, when he loses his thread he goes to pieces and starts spouting gibberish.
