I assume that ornstein fella is doing arsenal's bidding and pushing the Sterling line still because they would be desperate to have him.

He's usually spot on. I don't think this is about Sterling as it seems pretty well understood that we won't be releasing him. Probably about some of the other targets like Draxler that the Arse want in ahead of releasing Sanchez. And given Arsenals incompetence in the transfer market, I'm beginning to worry whether we'll get this one over the line.

The question was about City not paying our top stars £350k plus per week.

2015/16 Liverpool were spending more than us. So we're Chelsea and United and Arsenal weren't far behind.
 
City have the 4th highest wage bill behind Chelsea, Rags and Liverpool. Arsenal are 5th just 3M/year less than us. This is from published accounts for 2015/16.
There is no guesswork involved here just facts.
It's not transparent as you will find a note in the report and accounts regarding performance related conditions which are included in the players registration cost. Hence City's declared wage bill does not represent the real renumeration as we would understand it. Therefore the figure that was mentioned could well be true.

1996? That's a ridiculous formation. Way overloaded in defence and in the middle. Mind you, if we could, and I'm only surmising here, if we could get away with having 25 players on the pitch, we might just have enough to win a pot or two (provided Bravo isn't the "1" in the 1996).
