So basically, he probably won't sign the new deal, would like to leave but the ball is in Arsenal's court whether to sell him now or keep him until the end of his contract. Is that not what we've been debating what will happen the last 900 pages or so?

It's the fact that he's been so open in public about it. As far as I've seen, so far he's been avoiding questions and saying things like "I'll let you know my decision later". Now he's obviously implying he wants to leave.

Like you say, nothing new really other than this response more than likely leading to Wenger having to answer more direct questions to the press.
