What about those that wanna go and find a better life or job or those that annually spend half the year working there?

Then theres no chance unless you apply for a visa. You'll also need Health Insurance as well ... exorbitant at best. Unaffordable if you have a pre existing medical condition or require cover to be a ski instructor

Operative word is residents .... many people who own second homes are not residents because their primary dwelling is in the UK.

There is an irony in all this that is probably lost on many of those affected. Those damned foreigners coming in and taking up the valuable homes that natives should have and need.
