For many years I have provided advice to government departments on how to conduct procurements under the EU regulations - I expect a good number of people on here have got similar experience.
The UK government in 2019 is obligated to use these regulations and, accordingly, this means that there can be no action taken by the UK government to ensure that a UK company is awarded the contract - or even that the evaluation process can show such favour.
Annoyingly, the UK are far more compliant with these regulations than other EU members.
Accordingly, I would expect a French or Spanish company to be far better placed to win such a contract on an evaluation that is strictly conducted under EU regulations.
This issue is actually an argument in favour of being free from EU constraints.
