It's not 'sad' at all.I think that is the reason he didn't want to resign but the point at which he found out that Smyth had not been investigated and cleared by the police remains unclear. The resignation would indicate he 'had left undone those things that he ought to have done' perhaps. Even though a former banker I believe Welby is a good and honourable man, very sad that he is paying this heavy price.
He's top dog in the organisation and knew about it all.
