Are Leverkusen the best smaller budget team in the past 15 years?

It’d be hard to believe Txiki & Ferran haven’t had a quiet word with him yet about Pep’s contract situation. I think sometimes people put too much stock in “going home” when you’re often on a hiding to nothing there.

City are tailor-made for a successful, young manager, with tactical nous, who is ready to take a world class team and rebuild it in his own image.
it was the dippers that immediately made him a dipper legend as soon as they heard that bingo was leaving, the reality is that he has just as much affinity with madid and bayern, its down to their idea that anyone who once went to klanfield would be a dipper for life that the idea was raised in the first place, alonso et al dont think like dippers and the british press.
 
Leverkusen is a small town as has already been mentioned, but do they still benefit from significant sponsorship by Bayer AG? If so should their rise be seen as some form of chemical warfare?
 
Not sure Monaco were a smaller budget side when they were most successful were they?

Maybe they were but my distant memory is they splashed the cash bringing in players like Hoddle and Klinsman.
