can anyone tell me why there isn't an option on forms for a white/English person
black/Welsh, Asian/Scottish, etc etc?

Because the actual country we live in is Great Britain. You don't need a passport to get over the boarder to Scotland. Wales isn't even a country in anyway (if England and Scotland kind of are in some way), it's a principality.
