Giving a penalty for as blatant a handball as you will ever see isn't, as you put it, the 'incorrect application of the laws'. Gabriel could argue until he was blue in the face that he didn't know the ball was in play but he knew what he was doing, took a risk and then got away with it. Surely if it's true that the ref said it was a mistake a child would make and he couldn't give it as a penalty then Bayern would have more grounds to ask for a replay if the boot had been on the other foot.

Any number of reasons, e.g., substitution.
Let it go mate, it was 100% a nailed on penalty that the referee saw and chose not to give for reasons known only to him ..
There were no subs, no reason whatsoever for him to blow aside from to restart the game ..

FIFA rep has already confirmed that the correct decision was made, and the ref has conceded that he was the agent of some of the confusion.

Well, he’ll be sanctioned by UEFA for bringing the game in to disrepute if he in fact lied about what the referee said to the players (or repeated a lie the players told him) in his post-match interview.

Honest question: are we meant to believe FIFA covering for referees now (I assume it is the IFAB rep, rather than FIFA) but assume players and managers are lying?

Yeah. Wouldn't be surprised if ref said something like, I wouldn't give a penalty for that in a kid's game and I'm not going to do it here. Easy to twist and misrepresent.
 
Interesting thing, of course, if the ref had awarded a penalty and Arsenal lost 3 or 4 - 1, they would be demanding a replay. One of the criteria for a replay is the incorrect application of the laws of the referee. Arsenal would have had a serious case, and the CL would be in turmoil this morning. Pity in some ways!

They had the audacity to squeal about Saka instigating contact with Neuer and calling it a stonewall pen yet silence over what was actually a pen when Gabriel picked up the pass from the keeper..

I wouldn’t call Karen Carney good. Even mc pointy was saying the tackles on Bellingham were good and he was going down too easily and he is a biased bastard of the highest order
And Jude’s best mate one must assume given he called him Jude all night and everyone else by their surname
