People in Worcestershire (the city itself and places like Kidderminster, either support their own local team or on the whole West Brom / Wolves due to locality.
Shropshire people go with Shrewsbury / Telford or on the whole Wolves, again for approximity.
Walsall has a lot of Villa fans with it being a few stops on the train line but Wolverhampton and Coventry wont have a large Villa following, as with Smethwick / Dudley / Tipton / Black Country which is either WBA or Wolves.
That leaves the city of Birmingham and the boundary towns with Warwickshire (that Birmingham used to be in) shared with the Blues. They should still attract bigger gates, but from within the city rather than the county.
