I suppose that to some extent it becomes a self-selecting group anyway - little point pushing and promoting a referee who isn't going to get the biggest games, and little point staying as a referee if you are going to be excluded from them. So it's perhaps not quite as unlikely as it initially seems, though still quite unlikely.
