I know United in the Champions league aways made the supporters pick up the tickets in the City they were playing and you had to show your passport to get your ticket.

It's a logistical nightmare though. Extremely costly and a minefield of problems. What about people running late or staying in different cities? Lost passports etc.

When I went to Roma away I know they didnt check at the entrance and our names were written in Pencil! A deterrent at the very least when it comes to these people buying tickets for others. Plants a seed of doubt that they may not be aloud in, maybe.

I cant see the situation changing. I wouldn't be surprised that some of those that are on 13,000+ are no longer with us (rip) and their relatives now use their membership.

It's all well and good saying this but mates are always going to help mates out if they can. I can guarantee that there will be fans at every club in the country who will have ways and means of circumventing whatever policy their club has when it comes to applying for away tickets if a mate is after one but doesn't meet the qualifying criteria. It's not just a problem at City and let's be honest here, how many people could say hand on heart that they'd turn down the chance of getting a ticket for a key game on the principle that they don't technically qualify for one?

Send thier names to the ticket office,if you feel so strongly,it will be dealt with, as Tickets are non transferable.
It is your chance to make the system fairer or are you mischief making ?

It is harsh when you have paid out money to go. Similar thing happened to me when we played Schalke. I did not have enough points (Managed to get one in the end) Over time though i have gained the points. System is not going to change
