They are allowed to return any of the 200 top category tickets up to 7 days prior to the game, City would not know the demand so could not sell them to City fans before they are returned.

I'm not sure if this still applies but in the past the club have claimed the seats offered to UEFA are often given out in small numbers so if a group of four people are moved it's likely only one or two could be moved back. As UEFA can return the tickets seven days before the game it means City would have to approach the dislodged fans, and offer them a period of time (say 24/48 hours) to reclaim their seats, and then have a reduced opportunity to sell the seats these returnees were originally allocated.
It's a lot of administrative pissing about and the club want to reduce the workload of the ticket office (see the deal with legalised touts - Viagra-Go) not increase it.
 
Whilst it was a great experience last year, I will not be shelling out that sort of money for a return.

Also the view last year was such that I had to watch the game again on TV to fully appreciate it when I got home!

Next to top tier overlooking the half way line (you guys were even higher over my left shoulder), so god knows what your view was like. We got season ticket Barcelona cards of touts. Weird experience as they have photos on, and mine was of a 70 year or so woman. We had to collect the cards from a local hotel and return them after.

Pretty much like this:

Barca took the small allocation and then returned tickets. I wonder if they'll get mocked as being a small club?
