Exactly! If we assume that those stats are accurate (everyone committing a crime of sexual violence was caught and charged, and no one was incorrectly found guilty), then the data show that whites are less likely to commit these crimes.

However, if you instead start with the assumption that all races are equally likely to commit crimes of sexual violence, then the stats show a racist bias somewhere along the line (whites accused less, charged less, or treated more leniently by the courts).

That's what happens when you use American statistics and apply them to the UK. 59.3% of Americans are white. 57% of rapists are. 81.9% of convicted rapists in the UK are white. So in both cases, almost exactly the same as their percentage of the population.

You've got to be careful with these kinds of data though, because the US population is less than 15% black, but the RAINN data shows 27% of crimes of sexual violence were committed by blacks - not far off double the percentage of the population.
