The thread title is biggest flop, so you'd have to base your answer(s) on the worst value for money as opposed to just listing your worst ever player, fcuk we could be here for days if that was the case!

You have to also consider different era's.

70's/80's : Steve Daly
90's: Lee Bradbury
Early Millenium: Vuoso & Samaras
Present & outright winner: Santa Cruz. Was injured when we bought him, the fee was ridiculous and is one of a long line who will end up being loaned out or punted for about a tenth of what he cost, if he's not freed in the next 18 months or so. Shameful.

Must be mainly younger Blues on this thread so far given no mention at all for Steve Daley.

Decent player, actually, but totally overwhelmed by the British record fee we paid for him so was desperately ordinary for us. It's the equivalent of paying £30 million plus today and he'd never even got an England cap when we signed him. Pure madness.
