Firstly why allow a food stall next to a station platform if you aren't allowed to eat on it

Secondly the copper was looking for a pissed up woman apparently so seems to be being a bit dickish targeting this lad for this.

Surely a don't eat on the platform again commemt not an arrest would have been enough.
