Yep, PL rules say you have to have a capacity of 15,000 minimum, although if you're expanding your ground to that size or bigger then it counts, even if the expansion is not complete at the start of the season.
Are you sure? I couldn't find that minimum in the PL handbook for this season and a number of other threads suggest there is no minimum as long as it is all seater.
