The original digital tachograph card introduction were supposed to be introduced as long back as 1998 (two years lead).

Eventually was introduced under legislation in the UK in 2006.

Having had experience of how european parliaments work I believe this is going to be at least five years minimum.

Currently they are about 4 years behind issueing fixed penalties to foreign lorry drivers. Think it was due to go live in November this year (when I left last January).
 
I had a hire car in Australia, got stung by a camera (also got stopped by a cop another time, as soon as I said I was a Pomme, he just told me to slow down and be on my way), b@stards sent me the fine when I returned back to England. I should have 3 Australian points too. Now bearing in mind they're in the Commonwealth I was a bit worried. I just paid the fine and never heard anything since though.
 
If you hear anything back just say there were 4 of you in the car and you can't recall which was driving at the time...
Or you were being chased by the paparazzi...
Or that one of your passengers needed a piss badly and had to get to the nearest slip road so he could relieve himself.....
 
unless they've got some startling and hugely expensive pan european computer system they'll never track you down and probably couldn't be arsed to either. same goes for foreign drivers flashed by speed cameras or given parking tickets over here.
Not sure about speed camaras but Spanish Police know via their on board computers whether UK registered vehicles are insured or not in the UK.
