If the latter, and if Gundogan does not sign a contract and chooses to play out next season and then leave, at the same time as Silva departs, then I think we can carry an extra midfielder for a season, particularly with the threat of a transfer ban looming as well.

Yes... I had assumed that but if you look at the price quoted for Maguire et al it’s a reasonable assumption but it’s not certain so maybe some wiggle room.
