It's the rule for every big outdoor event with more than 5k in attendance. Only seats allowed as well. Saxony, Bavaria and Baden-Württemberg are back to zero fans. At least in NRW smaller crowds are still allowed with terraces, don't know if it has to be less than 5k or 1k.
Planning seems impossible at the moment, rules can basically change every other day. Winter will be pretty shit again.

Don’t recall this happening to cope with the annual outbreak of colds and influenza.

It is limited to 15.000 for Germany - but some states even restricted it to less - the three mentioned states to 0.
