I think it somewhat naive to suggest that Cameron didn't have, at least, prior knowledge of their intentions and that his office staff would have acted without his go ahead.

Probably so. I used to rent an office in Bolton though and employed a few admin staff and I couldn't even get them to type a legible letter, let alone represent my opinions to the local parish about religion and funding.

Just a thought.
