The 'fee' is Birmingham paying his wages.
The loan rules are very clear. We cannot racall Hart. We can ask Birmingham to send him back, but it's up to them.

pretty sure the fa rules posted are spot on. they changed them a couple of years back, tightened the whole thing up. there are only two types of loan, emergency loans that are only sanctioned under exceptional circumstances, and season/half season loans.....in the prem, at least, fees don't come into it. this is a season long loan. birmingham have his registration and you can't transfer a registration outside of the window. birmingham have no say in the matter. otherwise the system would be open to all sorts of abuse.
