I haven't worked out why a Champions League side couldn't draw another Champions League side but that's a whole different story. I assume to keep the draw fairly simple.

Because the Champions League and the League Cup are played over the same two midweeks.

So every Champions League team is guaranteed a free midweek to play the League Cup.

But if they were drawn together they might be playing opposite weeks in Europe and have nowhere to fit the League Cup game in.
