Cavani has often been played as a winger for Uruguay and not been in the best position to score.
An article about the Cavani international enigma: <a class="postlink" href="http://espnfc.com/blog/_/name/tacticsandanalysis/id/287?cc=5739" onclick="window.open(this.href);return false;">http://espnfc.com/blog/_/name/tacticsan ... 87?cc=5739</a>
It isn't exclusive to him. Messi doesn't even have a 1-in-2 goal scoring ratio for Argentina. Ronaldo has scored 38 goals in 102 games for Portugal... he averages more than 1 goal per game for Real Madrid. Huntelaar has been better than Van Persie for Holland but we all know who is the better club striker. Aguero - 17 goals in 43 caps, another big name who can't even manage 1 goal every 2 games for his country.
That's only argument for my point.
I'd exclude Messi from that as after some years where he was far below at national team, in last year or so he is playing for Argentina at same level he does at Barcelona, maybe bit below.
Aguero, Ronaldo, van Persie, are players who played for numerous clubs and were world class in all of them. Ronaldo is also not playing on his best position at Portugal as Nani takes that one usually so he operates from opposite site than he does at Madrid.
Cavani did not. He was OK at Palermo and only place he played at top level is Napoli. Much different than any of those you mentioned above who proved themselves in different clubs and often different football styles.
So, no, that doesn't prove anything. Nor he proved he is 60 millions player or that he'd produce same level football at new club with different style of football and where he won't be the only top star, and that's what he'd get at both Chelsea and City.
World's gone mad so at current time it should be 30-40 mil. but 60, it's abnormal. You pay that money for Messi, Ronaldo and Bale. Nobody else, not even close.
