But the Blues are not prepared to pay the full £52m which triggers a release clause for the Napoli star, who is also being pursued by Paris St Germain and has attracted strong interest from Real Madrid and Chelsea.
That means there is some hard bargaining ahead as Napoli have their iconic hitman tied up on a contract until 2017 – although they cannot afford to turn down a lucrative offer.
Cavani’s representatives are reported to have made tentative agreements with both Paris and City, although the Uruguayan is said to prefer a move to the Premier League.
Betting was suspended on his move to Paris in midweek following reports that the player had agreed terms.
But Napoli are playing a canny game, and M.E.N. Sport understands City are still very much in the hunt for a player who has scored 98 goals in three seasons at Sao Paolo, and whose three goals in two games effectively knocked the Blues out of last season’s Champions League.
Cavani has made it plain he wants to top 100 goals for the Serie A side and help to secure second place in the league, with Juventus running away with the title.
But he has already hinted he could be tempted away from Italy next season, sparking a chase for his signature.
