It's not, it's £49 million Net spend. Why people are blathering on about amortisation I have no idea.

That said the UEFA statement says :-
Manchester City agrees to significantly limit spending in the transfer market for
seasons 2014/2015 and 2015/2016. Manchester City further accepts a calculated
limitation on the number of new registrations it may include within their “A” List
for the purposes of participation in UEFA competitions. This calculation is based
on the clubs net transfer position in each respective registration period covered by
this agreement.
which suggests it's for 2 seasons regardless whereas City claim all sanctions will be gone at the end of next season.
I don't even know what "City further accepts a calculated limitation on the number of new registrations it may include within their “A” List" actually means.

Not really, bud.

Rodwell never plays, Milner hardly plays and Kolarov could be the key to getting Benatia for £10m less than Roma are holding out for.

Those three bring in £25m.

Fernando is already filling any void in midfield.

Kolarov and £15m would be enough for Benatia.

Which means we have only spent £27m of our £49m cap.

We'd still have around £30m to spend on Fabregas.

Sagna - free

Benatia - £15m plus Kolarov

Fernando - £12m

Fabregas - £30m

That puts us about £8m over the cap.

But that's before further sales of players such as Richards, Sinclair and maybe £2.5m we get for Barry if he joins Everton.

It would be tight, but a back-up goalkeeper and a left back (Ashley Cole on a free, perhaps?) would see us squeak?

We don't need much.

Perfect window. We downgrade at LB but strengthen immensely everywhere else.

I wouldn't, Roma have been chasing Kolarov for a few windows now and badly need a left back, plus they've been linked with Astori, who could be Benatia's replacement. I'd be surprised if we let Kolarov go though, even more surprised if he accepted the move knowing how the Lazio fans would react, he'd either need a full time security team or he would have to live a long distance away from Rome.

Well they'd practically be valuing Kolorov in excess of £30m, given the price tag they clipped onto Benatia's ears.

Also, given Juve are interested (and perhaps Bayern), and his history with Lazio, Kolorov may not even be interested in a move to Roma.

Manchester City are preparing to table a €37 million offer for Cesc Fabregas amid interest from his former club Arsenal, Goal understands.

The Premier League champions have decided to make a formal move for the Barcelona midfielder, who has been told he can leave Camp Nou this summer.

City are ready to bid imminently for Fabregas in an attempt to lure the 27-year-old back to the Premier League, while Goal also understands Arsenal have not ruled out a move for their former captain, with the Gunners closely monitoring his situation.

The Londoners are preparing to put together a package to compete with City in the race for the midfielder, who remains on good terms with manager Arsene Wenger despite effectively going on strike to force through his transfer to Barcelona in 2011.

There is also interest from Liverpool and Chelsea, who are in the market for a central midfielder after Frank Lampard confirmed he is leaving the club.

Goal revealed in May that Barcelona would listen to offers for Fabregas this summer as they looked to free up funds to reshape their midfield.

Barca and their new coach Luis Enrique are looking to sign Atletico Madrid midfielder Koke and have told Fabregas he can find a new club.

Under the terms of the buy-back clause in Fabregas' Barcelona contract, the Catalan club would have to inform Arsenal of any bid for the player and give them the opportunity to match it.

City are ready to make the first move for Fabregas amid growing uncertainty over the future of Yaya Toure, who has made it clear he is not entirely happy at the Etihad Stadium.

Wenger also remains a huge admirer of Fabregas and is weighing up a move for his former protege despite appearing to have a wealth of technically adept attacking midfielders in his squad. The pair spoke regularly on the phone last summer about the Spain international returning to the club where he blossomed into one of Europe's outstanding young midfielders.

The Barca academy graduate is at a crossroads in his career as he enters the final two years of his contract with the Catalan club in July.

Fabregas was jeered by home supporters during Barcelona's 2-1 home victory over Athletic Bilbao in April and became a scapegoat towards the end of last season.

ABC are basically the BBC of Spain :). That isn't a rumour based headline like the BBC do on their website (even if they are quoting the original source as Mundo Deportivo), it's a headline on the front-page.
